The government fell short of their immigration target in 2020 due to which they have increased their immigration quota for 2021 and 2022. There are 3 streams under their immigration programs. The first is for Orderlies (Nurses aids and beneficiary attendants)
The second stream is for AI, IT and Visual Effects Sector . The thirds stream is for workers in the food processing sector
These pilot programs are only for 5 years (Till Jan 1, 2026) at the moment and depending on its success they could be made long term programs. A total of 550 principal applicants are to be included in each stream.
This pilot program was primarily created to fill certain NOC codes for employees that are not available in the local market.
If you plan to come to Canada on a student visa as well these programs will be beneficial to you. The main requirement of the program is that the applicant must be working in 3 eligible sectors.
What sectors will the new pilot programs target ?
Pilot Program for the food processing workers.
This pilot program was launched on March 24,2021 mainly so that the province could retain its students and foreign workers along with competing in agriculture and food processing.
Workers in the industrial butchery, meat processing, and poultry preparation industries (NOC 9462)
Food and beverage processing (NOC 9617)
Laborer in the fishing and seafood processing industries (NOC 9618)
Cleaners who have received specialised training (NOC 6732)
Industrial Operator and Food and Beverage Processing Machine (NOC 9461)
Agronomic Assistant (NOC 8431)
Employees of seafood processors (NOC 9463)
The second pilot program is for orderlies which is related to Healthcare, specifically hospital attendants.
Their roles and responsibilities primarily includes assisting medical and nursing staff with medical and nursing interventions (Nurse Assistant, Ward Assistant, Healthcare Assistant) . The highest role/rank is that of an operations assistant (Someone who understands more about surgical procedures than a registered nurse does). They are the ones assisting doctors inside the operation theatres
The pilot was launched on March 31,2021 under two specific streams ;
- Studied Work
With this pilot , Quebec government aims to invite 500 applicants from the healthcare industry per year as well as their family members.
Targeted NOC codes
Nurse aid, orderly and patient service associate (NOC 3413)
Various other NOC codes in the healthcare sector and basic personal care are also selected
NOC Code 3011 – Mental health nurse who is also a licenced practical nurse
NOC Code 3012 – a primary care physician who is not a specialist in a particular medical field
NOC Code 3124 -Licensee in the Nursing Profession
NOC Code 3233 – Licensed Practical Nurse
NOC Code 4412 – Home Support Worker, Housekeeper and related occupations
The third Pilot Program is for tech workers in Information Technology, Artificial Intelligence and Visual Effects.
It is meant for highly skilled workers in the technology sector to launch their careers in Quebec. This program is particularly beneficial for international students who have received specialized graduate degrees from universities in Quebec.
The pilot program was launched on April 22, 2021 under two streams;
- Information Technology & Visual Effects
- Artificial Intelligence
Each year MIFI is looking to select ;
275 Quebec Graduates and temporary workers in the sector of Artificial Intelligence
275 foreign workers in the Information Technology & Visual Effects sector
The family members will be invited as well along with the primary applicants
There are no specific NOC Codes for the Artificial Intelligence stream but just that you should be employed in the AI sector

Is there anything in common between the three pilot programmes?
- Need to be proficient in French language since the programs are in Quebec (There is no requirement for French language for the Artificial Intelligence, Information Technology and Visual Effects Stream . You can apply under the francization program) Under this program you will automatically be registered in the integration services for immigrants in Quebec, which supports French learning and integration into Quebec. Since the IT, AI and tech sectors are booming in Quebec the government is doing everything possible to integrate immigrants and students from the universities in Quebec. Those who are fluent in French should submit their application using the Francophone profile.
- You need to be 18 while applying for the programs
- Intent to live in Quebec must be mentioned. This can be proved by job applications, previous work experience or study in Quebec)
- Should have at least a diploma in a relevant field/stream that you are applying under
- Should have work experience in any of the eligible NOC codes (If you are applying for the AI tech sector you will not need work experience in the province of Quebec)
- Must Have a job offer from Quebec in any of the NOC Codes
There programs are not only for people residing in Quebec but also for people studying in Quebec in relevant fields.
