There have been multiple PNP draws conducted throughout the year. Despite the pandemic PNP specific Express Entry draws have not stopped. So it won’t be impossible to say that getting a PNP nomination is a sure shot ticket to Canada. In this blog we will discuss the different streams with different PNP’s where you won’t require a job offer from Canada. Getting a job offer from Canada is very difficult as it will be time consuming and very expensive as a process. There are several provinces and territories in Canada which offer PNP programs, but not a lot of them offer PNP without a job offer.
OINP (Ontario Immigrant Nominee Program)
There are multiple streams under the OINP but over here the Human Capital Priority Stream will be discussed since it’s the only one to offer a PNP without a job offer. Under the OINP there are two streams, one is the FSWP (Federal Skilled Worker Program) and the Canadian Experience Class (CEC). You must first create an express entry profile to be considered for either of these jobs. Applying directly to this stream is not possible since an NOI (Notification Of Interest)must first be received from the province based on the express entry profile.
Selected candidates will have only 45 days to apply to the OINP under this stream.Once the application is approved, the OINP will notify the candidates of their nomination, which they can accept and submit to the IRCC in order to obtain Canadian PR. So basically you cannot apply directly for this stream as Ontario will individually pick the profiles and nominate you for this.
OINP HCP tech draws
There is a list of specific NOC (National Occupation Codes) for this stream.
The few designations are as follows
- Software Engineers and designers (NOC 2173)
- Developers of interactive media and computer programmers (NOC2174)
- Engineers who work with computers (NOC 2147)
- Designers and developers of websites (NOC 2175)
- Database administrators and analysts (NOC 2172)
- Computer and information system managers (0213)
These tech draws happen on a large basis and over a 1000 people get invited. If you fall within these NOC codes you stand a good chance of getting an NOI from Ontario.
Saskatchewan Immigrant Nominee Program (SINP)
Saskatchewan has its own points system based out of a total of 100 points.
This program has many streams but the one that does not require a job offer is the International skilled worker category. Under this stream there are two sub streams which are the Saskatchewan Express Entry and the Occupation in Demand Stream.
The eligibility criteria for both are given below :
Express Entry profile is required for the Saskatchewan Express Entry category but not for the occupation in demand category
Minimum language score
CLB 7 for the SEEC and CLB level 4 for the occupation in demand will be required.
Minimum education
Degree, diploma or certificate should Be at least 1 year in length and the same requirements fall for the Occupation in demand stream
Minimum SINP points
60 out of a total of 100 for both the programs must be achieved
Experience in SINP in demand occupations
The experience should be in NOC 0,A or B.
Minimum job experience
1 year in the past 10 years for both the Occupation in Demand and the Saskatchewan Express Entry subcategory
ECA, POF, Medical test, PCC
Is required for both the Occupation in demand and the Saskatchewan Express Entry Subcategory.
The processing times can vary due to the impact of the COVID-19 pandemic.
How does the EOI (Expression Of Interest) system actually work ?
Create an EOI profile > Enter the pool of candidates>EOI candidate selection>Invitation to apply>Application submission>The SINP assessment.
AINP (Alberta Immigrant Nominee Program)
The AINP express Entry Stream basically allows Alberta to nominate a limited number of people from the general Canadian express entry pool.
Eligibility Criteria
- Eligibility Requirements Candidates for the federal express entry pool must have an express entry profile.
- Need to state an interest in permanently immigrating to Alberta
- Preferred if working in a profession that would help develop the economy of Alberta
- Must have a minimum CRS score of 300
These are the main requirements that one needs in order to qualify for Alberta.
Process involved
Priority is given to certain profiles with higher scores. After receiving a NOI (Notification Of Interest), foreign nationals can apply for this route, and eligible candidates will be contacted directly by the AINP via the express entry profile that they have created.Only the candidates who receive the invitation or the NOI (Notification Of Interest) will be able to submit the application for the provincial nomination. Once the province approves the profile you can then submit all the documents over there.
Manitoba Immigrant Nominee Program
The main pathway to apply for this stream is through the skilled workers overseas stream.
Process involved
Submit an EOI (Expression Of Interest)
Candidates with the highest scores and connections to Manitoba will be invited to apply for this stream. If you have a link to Manitoba, it means you have friends or relatives there.If you do have connections then you will be able to score points in the provinces own points table system.
An application must be submitted within 60 days of receiving the NOI (Notification Of Interest)
After a thorough assessment the Manitoba Provincial Nominee Program will nominate the successful candidates to make an application to the government of Canada for the PR.
Prince Edward Island Program (PNP)
This is known as the PEI PNP Express Entry Stream.

The requirements states that you must be meeting one of the federal economic immigration programs

Federal Skilled Trades Program
Canadian Experience Class
- Must have a federal express entry profile and be in the pool of candidates
- The two pathways to the PEI PNP is of you have a job offer or not
- However priority will be given to the candidates already working and living in PEI, but having said that if you are living outside of PEI you can still apply for the provincial nomination.
Quebec Immigration Program
Quebec has its own immigration program known as the Quebec Immigration Program
Under this you have the regular skilled worker program .
There is no express entry system involved for this program. You will have to go through the Arrima portal, which is a separate Quebec portal to submit the immigration nomination. Based on certain factors you will be getting certain points. Having knowledge of French is not mandatory since just knowing English is enough. By knowing French your points will increase and the chances of getting a PR becomes easier.
Process Involved
- For the English language assessment only the IELTS is accepted and as for the French TEF,TEFAQ, TEF Canada, TCF, TCFQ, DELF and DALF is accepted.
- On the Arrima portal, an expression of interest must be created.
- Based on the score and the labour market needs candidates will be picked from the Quebec Expression of Interest pool and apply for the Quebec selection certificate (CSQ) and you will have upto 90 days to submit your complete profile.
- After submitting the documents it may take upto 1 year to issue the CSQ
- After receiving the CSQ the candidates will then be able to apply for federal government Permanent Residence
The federal government is mainly concerned with the applicant’s medical and criminal history and not his or her economic credentials.
